Leaked Files Include alleged Surveillance on Diplomatic Corps in Tbilisi

Recently surfaced massive surveillance files appear to reveal large scale alleged surveillance over Tbilisi-based diplomatic corps, including ambassadors, diplomats and staff.

One of the files contain conversations between US embassy staff not only with representatives of the Georgian Patriarchate, but also amongst themselves, including personal email correspondence. All of the communication concern the religious affairs and interaction with members of the clergy.

Additionally, the files contain correspondence among the State Security Service staff, dated February 2020, citing an objective establish control over the “contact persons of Americans.”

The files include phone communication between the Georgian Orthodox Church Protopresbyter Giorgi Zviadadze and the US Embassy staff. In addition, there is a conversation between one of the employees of the Patriarchate and representatives of the Embassy, as well as conversations amongst between themselves or with diplomats of other countries.

The files include communication the EU, Israeli, Estonian and Azerbaijani Ambassadors, mainly concerning the Patriarchate of the Georgian Orthodox Church.
